Changelly is not a local payment rail but a crypto exchange and fiat on/off-ramp aggregator, trading since 2015 and published on the App Store by Marella LLC. No reachable Changelly document names its jurisdiction of incorporation: changelly.com answers HTTP 403, "Service doesn't operate in your jurisdiction", so its terms could not be read from here.

Two integrations sit behind the brand. Exchange API v2 (docs.changelly.com) is a white-label crypto-to-crypto swap: no fiat, no countries, partner commission via an extra fee, partner earnings withdrawable only in BTC or ETH. The Fiat API (fiat-api.changelly.com/docs) is the payments-relevant one, a white-label on-ramp/off-ramp that aggregates offers from Banxa (buy), MoonPay (buy and sell) and Transak (buy, only after full KYB), then redirects the user to the provider's own purchase page. Changelly holds no funds ("we don't keep your money on our side"); the provider runs KYC, settles fiat and can hold an order. You buy aggregation and one contract, not a licence or a settlement account.

Coverage is deliberately unpublished. No static country or fiat list exists anywhere in the docs: both are runtime-only via GET /v1/available-countries and GET /v1/currencies, which return 401 without partner keys, so the true footprint is the union of MoonPay, Banxa and Transak. Country rows are left empty on purpose; the only ISO codes in the docs (FR, IT, US) are cURL example values plus a note that US requests need a state code. The currencies recorded come from Changelly's App Store text, which names EUR, USD, GBP, RUB, AUD, CAD beside a non-credible "300+ fiat currencies" claim; re-verify RUB especially.
