ACPR's REGAFI register lists it as an Établissement de paiement, nature of authorisation "Agrément" — a full authorisation, not a registration or exemption — CIB code 16458, ACPR reference id 13091, LEI 969500NGP4RH8OTIJ755, SIREN 390 334 225, authorised 23 August 2011, status ACTIF. The record was read off REGAFI's open-data API rather than its JavaScript search page. Permissions are execution of payment transactions (credit transfers from 2013, direct debits from 2020) plus issuing of payment instruments and acquiring of payment transactions from 9 January 2018, which is card acquiring. There is no e-money permission, no money remittance and no payment initiation or account information services.

Group: HiPay Group SA (incorporated 2015-03-06) is the listed parent; the reference shareholders are BJ Invest SAS (Benjamin Jayet, board chairman) and Eximium SAS. On the US, FinCEN's MSB search and NMLS are form-driven and cannot be executed by URL, so HiPay LLC is "not found" rather than confirmed unlicensed. The UK company "HIPAY LIMITED" (13888383) is an unrelated staffing business.
