Amazon Pay is a brand over at least four separately regulated Amazon.com subsidiaries, not one licence-holder.
EEA merchants and buyers contract with Amazon Payments Europe s.c.a. (RCS Luxembourg B153265), an authorised Electronic Money Institution supervised by the CSSF under licence 36/10 and passported across the EEA — there is no separate German, French or Dutch licence. Its own user agreement is explicit about where the money sits: "We do not accept deposits or issue credit", and "E-money does not qualify as a deposit so you are not protected by any deposit guarantee schemes." EEA balances are safeguarded e-money, not insured deposits. The CSSF reference 36/10 is not recorded as an authorisation here, because it could not be resolved on any page a reader could open.
UK business was carved out after Brexit into Amazon Payments UK Limited (Companies House 11049457, incorporated 6 November 2017, active), an FCA-authorised EMI, reference 1041721 — confirmed on the FCA's firm checker as AMAZON PAYMENTS UK LIMITED, EC2A 2FA, currently holding permission.
US flows run through Amazon Payments, Inc. of Seattle, a FinCEN-registered MSB holding money transmitter licences in 49 states, the District of Columbia and Puerto Rico. That is a money transmitter, not e-money and not a bank. The number 945504 recurs as the licence number in a dozen states, which looks like the NMLS company ID, but NMLS Consumer Access returned HTTP 403, so it is unconfirmed and not recorded; nor are the FinCEN registration or the NYDFS, California DFPI and Texas Department of Banking numbers, none of which could be resolved.
India is Amazon Pay (India) Private Limited, an RBI-authorised prepaid payment instrument issuer and, since 2024, a Payment Aggregator. Those are two genuinely different authorisations, but the RBI publishes no reference number for either, and a published row with an empty reference gives a reader nothing to resolve, so neither is recorded here.
No Amazon entity holds a banking licence. Japan's Amazon Pay terms name Amazon Services International LLC with no Payment Services Act registration, and pay.amazon.ca does not resolve. Amazon Payment Services, formerly PayFort, covering the MENA region, is a separate brand whose licence pages could not be reached.
