What Skrill costs
Skrill quotes per merchant. What you are offered depends on your volume, your industry, the countries you sell in, your card mix and your risk profile — so a published headline rate would not be your rate. Ask them for a quote against your own numbers.

Skrill is a brand, not a licence-holder: three separate e-money institutions stand behind it.
UK and rest-of-world wallet business sits with Skrill Limited (England, no. 04260907, incorporated 27 July 2001 as Moneybookers Limited), an FCA-authorised Electronic Money Institution, FRN 900001 — confirmed on the FCA's firm checker as Skrill Limited, skrill.com, EC2V 7AD, currently holding permission.
EEA business sits with Paysafe Payment Solutions Limited (Ireland, no. 626665, 15 George's Quay, Dublin), authorised by the Central Bank of Ireland as an EMI on 5 March 2019, reference C184986, which the Irish register carries with the registered trading name Skrill. The EBA register records its commercial name as, literally, "Skrill", and shows e-money issuance (ES_010) plus the full PSD2 service set passported into 30 EEA states.
The Skrill Prepaid Mastercard is issued by a third entity, Paysafe Financial Services Limited, FRN 900015 — which is the Neteller issuer and is recorded on that listing. The specific claim that this entity issues the Skrill card could not be established from any page that could be read, so it is not recorded as an authorisation here.
For merchants this is the part that matters. The Paysafe Digital Wallet Merchant Terms define the Merchant Account as an electronic money account "held with Skrill and/or PFSL and/or PPSL", so which of three EMIs holds a balance depends on the contracting region, and the brand alone does not tell you. All three are e-money licences, not banking licences: funds are safeguarded rather than deposit-guaranteed, and Skrill's own terms state that the UK FSCS does not apply.
Two loose ends. An FCA page also lists "Moneybookers Ltd" at FRN 214225 — same telephone number, old Charterhouse Square address — which could not be reconciled against 900001 and is left out rather than guessed. And the US registration 935195 is not recorded, because NMLS Consumer Access is CAPTCHA-gated and the number could not be resolved.
