Telr is a Dubai payment gateway founded in 2014 by Khalil Alami. India's Cashfree Payments invested US$15 million in November 2021 and was reported at the time to have become the majority shareholder; Telr's developer documentation is now hosted on a Cashfree domain. Its copyright line names Telr PTE LTD, a Singapore company, and it states that it is licensed and regulated by the Central Bank of the UAE, which granted it a retail payment services licence in March 2025.
The gateway serves merchants in the UAE, Saudi Arabia, Bahrain and Jordan, each with its own price list. Card acceptance covers Visa, Mastercard and American Express, plus mada in Saudi Arabia, where STC Pay and urpay are priced separately. Apple Pay, PayPal and Samsung Pay appear among its methods, and Tabby provides a four-instalment pay-later option on every plan. Merchants can integrate through a hosted page, a pop-up or an embedded card form, mobile SDKs for iOS, Android, React Native and Flutter, or ready-made plug-ins for WooCommerce, Magento, OpenCart, PrestaShop, Shopify and WHMCS. Payment links, QR codes and invoices handle social sales.
Telr publishes its prices. In the UAE, the Startup tier costs AED 249 a month with no per-transaction fee, while the Medium tier, for AED 50,000 or more a month, charges 2.25% plus AED 0.50 and no monthly fee; international cards add 0.5%. Saudi plans start at SAR 99 a month, with credit cards at 3% plus SAR 1, mada at 1%, STC Pay at 0.9% and urpay at 0.8%. VAT comes on top, and Saudi bank set-up fees can apply.
Telr fits small and mid-sized online sellers in the Gulf that want to see costs before signing and need local methods such as mada. It claims no Saudi Central Bank licence of its own; its Saudi service runs with partner banks such as Saudi Awwal Bank. Settlement timings are not published.

What Telr costs
Telr quotes per merchant. What you are offered depends on your volume, your industry, the countries you sell in, your card mix and your risk profile — so a published headline rate would not be your rate. Ask them for a quote against your own numbers.

What the last check found
Ownership is unclear: Fintech News reported Cashfree took a majority stake in 2021, while Zee Business said the stake size was undisclosed and Cashfree was one of the largest shareholders; the Cashfree-hosted docs support a close link. A search snippet claimed Network International held and wrote down a Telr investment, but no source confirmed it, so it is not recorded. Telr's payment-methods page shows only logos; Google Pay, Jaywan and SADAD appeared only as image file names and were left out. The Saudi Awwal Bank source appeared in search results and was not fetched. No CBUAE licence number was found. Mdr_from/mdr_to are the UAE paid tiers (2.25% to 2.45%, plus 0.5% for international cards); the monthly fee varies by tier (AED 0 to 249), so it is left null. Telr markets 120+ currencies; only AED and SAR are recorded from the price lists.
