Vietnam
Vietnam has moved quickly from cash to wallets and bank transfers. Worldpay estimated that in 2024 digital wallets took 41% of e-commerce value, led by MoMo (cited by 55% of online shoppers in its survey), with ZaloPay and ShopeePay also widely used. Account-to-account payments, mostly instant bank transfers initiated by scanning a VietQR code, took 23%, credit cards about 14% and debit cards about 5%. Cash on delivery remains significant at 16% of e-commerce spending in 2025. To convert, a merchant pricing in Vietnamese dong (VND) should offer MoMo and other major wallets, VietQR bank transfer, domestic NAPAS and international cards, and cash on delivery for marketplace-style orders.

In-store payments in Vietnam
Cash fell from 85% of in-store spending by value in 2019 to 35% in 2024, according to Worldpay, and was still about a third in 2025. QR codes drive the shift: shops display VietQR codes that customers pay from any banking app, and wallets such as MoMo and ZaloPay accept QR payments too; QR payments grew 62% by volume in 2025. State Bank of Vietnam data for the second quarter of 2026 show about 7.8 billion domestic payment orders, mostly bank transfers, against 226 million domestic card transactions. Cards on the domestic NAPAS scheme, Visa, Mastercard and JCB are accepted in modern retail.
E-commerce in Vietnam
Worldpay sized Vietnamese e-commerce at about US$24 billion in 2024, forecasting 10% annual growth to about US$42 billion by 2030. Sales are concentrated on a few marketplaces: Metric.vn data reported by Fintech News show sales on Shopee, Lazada, Tiki and TikTok Shop reached VND 202.3 trillion (about US$7.8 billion) in the first half of 2025, up 42% year on year, with Shopee holding 58% and TikTok Shop 39% of that total. Cash on delivery has declined but persists: in the World Bank’s 2024 Findex survey, 26% of Vietnamese online buyers had paid cash on delivery. Merchants should price in dong and support QR bank transfer and wallets.
Payment regulation in Vietnam
The State Bank of Vietnam (SBV) regulates payments. Decree 52/2024/ND-CP on non-cash payments, in force since 1 July 2024 and replacing Decree 101/2012, sets the rules for payment accounts, e-money (e-wallets and prepaid cards), cross-border payment services and intermediary payment service providers such as e-wallet and payment gateway operators, which need an SBV licence. Under SBV Decision 2345/QD-NHNN, from 1 July 2024 online and card payment security includes biometric authentication matched against chip-based citizen ID data for higher-value online transfers. NAPAS operates the national switch, domestic card scheme and VietQR. Payments within Vietnam are generally made in dong, with use of foreign currency restricted.
Banking and financial inclusion
The World Bank’s Global Findex 2025 found that 71% of Vietnamese adults had an account in 2024, up from 56% in the previous survey (2022). Debit card ownership was 65% but only about 6% of adults held a credit card, 39% had a mobile money account and 57% made a digital payment in the past year. The SBV’s own data put the share of adults with a bank account at 86.97% at the end of 2024, with 204.5 million individual payment accounts.
