Bank of LithuaniaPayment institution licence (Windcave Limited UAB): issuing payment instruments and acquiringRegister
Authorisations Windcave holds, as published by the provider or regulator. Check the register entry before relying on it.
Windcave is the Auckland payments company that most merchants in New Zealand knew for years as Payment Express. It was founded in 1999 and began as a card gateway, then moved into acquiring in 2016, when it launched merchant services at home and called itself the country's first non-bank acquirer. Acquiring followed in Australia in 2018, the UK and US in 2020, Canada in 2021 and Europe in 2023. The group now reports more than 400 staff and offices from Melbourne and Sydney to London, Vilnius, Malta and New York.
Unusually for a gateway, it designs and makes its own hardware: countertop and mobile terminals, PIN pads and weatherproof modules for self-service machines, with an R&D and manufacturing operation in Auckland. The same platform runs online payments, tokenisation, fraud screening and reporting, and Tap to Pay on iPhone arrived in New Zealand and Australia at the end of 2024.
The method list is long. Alongside Visa, Mastercard, American Express, Diners, Discover, JCB and UnionPay, Windcave supports eftpos in Australia, Interac in Canada, Apple Pay and Google Pay, Alipay and WeChat Pay, wallets from the Alipay+ network such as GCash and KakaoPay, PayPal, Klarna, Zip and Afterpay (Clearpay in the UK). In 2026 it added iDEAL | Wero for Dutch shoppers and ACH bank payments in the US through Plaid. What a merchant can switch on depends on country and channel.
Windcave suits retailers, hospitality groups, ticketing businesses and unattended operators that want terminals, gateway and acquiring from one supplier. Pricing is quoted by its sales team rather than published. Its European business runs through Windcave Limited UAB, a Lithuanian payment institution licensed by the Bank of Lithuania.

What Windcave costs
Windcave quotes per merchant. What you are offered depends on your volume, your industry, the countries you sell in, your card mix and your risk profile — so a published headline rate would not be your rate. Ask them for a quote against your own numbers.
Pricing, in detail
Quotes through the sales team; no current rate card could be fetched (the NZ e-commerce pricing page returned 404).
What the last check found
Founding year: Windcave's own timeline, the Xero listing and the Bank of Lithuania notice say 1999; some directories say 1997. The rename from Payment Express is not dated on Windcave's site (one integrator says 2020). Europe: Windcave launched 'European Merchant Services' in 2023 without naming countries; only Ireland (Spreedly coverage and an Irish support line) and the Netherlands (iDEAL) are recorded. Lithuania and Malta (offices) are left out because no source says merchants there are onboarded. Spreedly also lists Fiji, Hong Kong, Malaysia, Papua New Guinea and Singapore for the gateway; not recorded as they look like legacy gateway coverage. Bank of Lithuania: the board decision page returned 403 when fetched and was read via search snippets; the licence number was not found, so reference is null. The Bank of Latvia passporting register (seen only in search results) lists company code 306090623 with issuing from 15.11.2023 and acquiring from 15.12.2023. Currencies are not listed by Windcave. Methods: Alipay+ wallets (GCash, KakaoPay, Naver Pay, Touch 'n Go, TrueMoney, Toss, Tinaba) come from Windcave's payment-methods page logos without country detail; NZ rural trade cards (Farmlands, Ruralco) and others with no taxonomy match were left out. iDEAL is recorded under 'ideal' (co-branded iDEAL | Wero).
